When you start the car on a cold morning and you hear a whining/ humming sound that gets louder when you turn the steering wheel and goes away once vehicle is up to operating temperature chances are that your vehicle is due for a power steering fluid flush.
When the power steering fluid becomes old and dark in color it becomes more viscous as well. As we know when fluids are out in the cold they either freeze or become more viscous and that is what happens to the power steering fluid. The fluid becomes viscous and has a more difficult time flowing freely through the power steering pump causing air bubbles to form while the pumping is turning therefore producing that whining sound from the pump.
In worst case scenerio if it has been a while since you have changed the power steering fluid or if the fluid has been low for a long time then either the pump or power steering rack need to replaced in order to fix the issue. However I would always recommend for you flush out the old power steering fluid with fresh oem fluid. In most cases this would resolve the whining sound.
